2. Whether this in fact materialises depends on the Chinese reaction to the proposals that were put to them in July, and on which they have undertaken to give us their views some time this month. If they make no objection to the proposals, then we shall move rapidly ahead to bring the proposals into effect, which will include seeking Cabinet endorsement. But if the Chinese raise objections, we shall have to think again.
