5.
Chile
Lord Carrington will probably meet the Chilean Foreign Minister on 4 September during a private visit which the Minister is paying to London. This may arouse press interest and speculation about the reinstatement of ambassadors, on which no final decision has yet been taken.
6.
Falkland Islands
If further talks follow Lord Carrington's meeting with the Argentine Foreign Minister in New York in September, there will need to be an announcement.
7. New Hebrides
A conference is to be held in Vila from 17-19 September. If the conference agrees an independence constitution and a date for independence, announcements to this effect will be made shortly thereafter.
8. Public Expenditure Review
It is possible that announcements affecting the Foreign and Commonwealth Office, the British Council and the BBC External Services may need to be made during the period under review..
I am copying this letter to the Private Secretaries of the Members of Cabinet, including the Minister of Transport, and to Martin Vile (Cabinet Office).
