This letter only covers the two most obvious eventualities, ie:-
that the Chinese say nothing before mid- September, or
a)
b)
that they come up with what amounts to acquiescence in time for a statement to be included in my LegCo speech.
There is of course another and really quite likely possibility that they come back at us with comments and enquiries before mid-September. we would need to play it by ear.
