MR WALTER EASY

Walter Easy, whose name will be familiar to you, is in occasional touch with the department, usually in the capacity of nursemaid to such Hong Kong visitors as the Golden Jubilee Schoolteachers and the Sai Lau Kok flat owners. The other day he telephoned to say that he had written an article in which he had brought together certain facts about the future of Hong Kong and had drawn an alarming conclusion. He hoped to get the article published; would I like to have a look at it first? I said that he could send me the piece if he wished but it was unlikely that I would have any comments to offer.

2. I enclose a copy of the article in question; I am sending it to you because Easy mentioned the possibility that a Chinese language publication in Hong Kong (unspecified) might agree to take it. I thought it right to tell him that I did not think much of his "alarming theory". It seemed to me that the "facts" adduced were not facts at all but opinions; the logic was faulty; and the main conclusion -- that the British and Chinese Governments have already agreed secretly on an early date for the resumption of Hong Kong by China - was quite simply nonsense.
