Mr Blaker thinks it would be better not to invite Sir Y K Pao to the Guildhall Dinner. Mr Sohmen's letter distorts the private conversation between Mr Blaker and Sir Y K Pao in Hong Kong; Sir Y K was fishing for
invitations.
2.
The Governor discussed this with Mr Blaker afterwards. The Governor takes the view that no special arrangement should be made for Sir Y K Pao who, unlike Sir Y K Kan and Sir Lawrence Kadoorie, has made no great contribution to public life in Hong Kong, or indeed to British interests.
3. I understand that you have not in fact asked the Lord Mayor to add Sir Y K Pao to the guest list already submitted for the Guildhall Dinner. I think the most convenient solution would be to try and fit him in to the Prime Minister's Reception on Monday 29 October at the Banqueting House. This would be, as you say, a suitable prestige occasion. special arrangement.
