PREMIER HUA GUOFENG'S VISIT:
1.
BRIEFING
As requested by the Private Office, I attach a set of
briefs prepared for the Prime Minister's discussions with
Premier Hua Guofeng on international and bilateral issues,
at the two sessions of talks on 29 October and 1 November
respectively. The Cabinet Office have accepted that the
exceptional character of the visit justifies lengthier steering
and other briefs than usual.
Subject to the agreement
of the Private Secretary we shall prepare the necessary copies
for the Cabinet Office and send these in time to meet their
deadline of 6 pm, Friday, 19 October.

take account of the latest developments on Rhodiesa.
3. The briefs on defence sales and bilateral trade and the
Air Services Agreement will also follow. These are being
prepared in MOD and DOT who have consulted us and who will
send them direct to the Cabinet Office.
4. The Secretary of State will be having parallel talks with
the Chinese Foreign Minister Huang Hua, on Friday, 2 November
at 09.30. We shall not be recommending that the Secretary of State
should raise any additional issues, not covered in the briefs
for the Prime Minister. But he will doubtless wish to pick
up any international issues which have not been adequately
covered in the Prime Minister's talks; and it would also be
helpful for him to discuss in greater detail Hong Kong,
and possibly some other bilateral issues. Subject to the
Secretary of State's views, I would therefore propose to
submit a short steering brief, after conclusion of and taking
