1. I enclose a copy of the brief on Hong Kong issues which we have prepared for the Prime Minister's talks with Premier Hua Guofeng. We shall be producing a more detailed brief for the Secretary of State. Mr Blaker has approved the line recommended in paragraph 2 of Hong Kong telegram No 14037 (on immigration) and in paragraph 5 of Hong Kong telegram No 1402 (on New Territories Leases - we thought this preferable to the slightly different approach suggested by Percy Cradock. We shall delay submitting the more detailed brief until the end of next week in order to take account of any further developments on immigration. The latest figures for illegal immigrants caught (Hong Kong telegram No 1451) are distinctly worrying.
