1. For obvious reasons I should not wish to offer detailed comments on Mr Miners' article. That said, it does not sem to me to provide any particularly new insight into the problem of the future of Hong Kong, or to add very much to Dick Wilson's article in "Pacific Community" on which the author has drawn fairly extensively. My own view is that the article is not a
sufficiently solid contribution to be worth publication in "International Affairs".
