1. You will have seen Hong Kong telegrams Nos 517-519. They are at folios 75-77 on file HKK 040/1 attached.

Paragraph 6 of Hong Kong telegram No 517 suggests that the provision for continuing British administration might be made more acceptable

to the Chinese if some way could be found to combine the essential points in clauses 3 and 4 of the proposed Order-in-Council. Hong Kong's suggested wording for a new clause of this kind is in Hong Kong telegram No 547 (at folio 81A).

2. I should be grateful for your comments on the proposed new wording. It is clearly not as satisfactory as the wording it would replace, but would it be adequate for the purposes listed at paragraph 2(i) and (ii) of Hong Kong telegram No 547? If not, can you suggest any other way in which clauses 3 and 4 might be elided?
