POLICY TOWARDS HONG KONG IN THE 1980S

1. As you know, I think that the need now is for a rather different paper from the one we originally envisaged. I discussed the form which this might take with Mr Cortazzi during your absence and have now produced the attached outline. You and Mr Cortazzi may wish to discuss it early next week (I am planning to be away on Monday).

Given the other demands which the Governor's visit to Peking and the Secretary of State's visits to both Hong Kong and Peking immediately afterwards will place upon the department, I am doubtful whether we would be able to produce a fully argued paper on these lines before the end of next month. But it ought to be possible to draft a short, crisp paper. Clearance with Hong Kong and the Embassy in Peking is a problem we might discuss. I am doubtful whether we would get much co-operation from the Governor. not at all enthusiastic about the draft outline approved by Lord Goronwy-Roberts (see my letter of 17 November and his reply of 8 December.
