After discussion with Mr Murray I informed the Governor this morning by telephone that we agreed with the proposal that the Political Adviser should give NCNA an advance hint that the Governor will want to say somthing about New Territories leases during his visit to China (paragraph 4 of Hong Kong TUR). Mr Cradock has also agreed (Peking telegram No 317).
The
key point is not the press speculation but the indirect approach from the first Director of the NCNA, to which it would be right to respond.
