My submission of 4 April covered a draft letter from the
Private Secretary to the Private Secretary at No 10 Downing Street reporting the outcome of the Governor of Hong Kong's discussions with Chinese leaders on this subject during his recent visit to
Peking.

I understand from the Private Secretary that the Secretary of State wishes to send a minute to the Prime Minister (as opposed to a Private Secretary letter). I submit a draft accordingly.
