I have had a further discussion with Mr Cortazzi about the paper covered by my submission of 2 April (below) As a result I have made a few minor amendments and agreed them with Mr Cortazzi. A new version of the paper is now being typed; Mr Cortazzi has agreed that I should take it to Hong Kong and show it to the Governor. A copy of the revised version should be given to Mr Masefield so that he can show it to Mr Cradock who will be here for a week's consultations towards the end of this month.
2. The aim, agreed with the PUS, will be to submit the paper to the junior Minister with responsibility for Hong Kong as soon as he has been appointed after the election. If the Governor has substantive comments, these will be included in the covering submission. Further amendments to the paper itself will only be made if the Governor points to errors of fact.
