GOVERNOR OF HONG KONG: LEAVE
1. Sir M Maclehose has written to say that he plans to take leave in this country between 23 June and 26 July and would be available for consultations at any time between these dates (his letter of Flag A 1 May).
2. In a separate letter to Mr Bray the Governor has said that he would prefer engagements in London to be concentrated in the second half of the week beginning 25 June. This is unlikely to be practicable. Sir M Maclehose will want to call on the Secretary of State as well as Mr Blaker (in addition to calls on officials), and mentioned to me during my visit to Hong Kong that he might put in a bid to see Mrs Thatcher if the Conservatives were returned at the election. The second half of the week beginning 25 June coincides with the Tokyo Summit, so the Prime Minister and Secretary of State (and perhaps others the Governor would wish to see, eg the PUS) would not be available.

Subject to your views, I propose to send the Governor a short telegram saying:-
but that
(a) We approve his leave dates in principle;
(b) The Secretary of State might visit China after the Tokyo
Summit, and it is possible that he might decide to stop of in Hong Kong. We assume that in that event the Governor would wish to postpone his departure.
(c) Because of the Tokyo Summit it would be best to avoid the week beginning 25 June for calls on Ministers and other discussions in London. We will explore dates in the first half of July.
