GOVERNOR'S VISIT TO LONDON
1.
We must get on rapidly with the briefing for this visit: there is no much time. The main requirements are:-
a) Call on the Prime Minister
We have been asked to provide briefing to reach Mr Cartledge at No 10 Downing Street not later than 1700 on Tuesday,
12 June. This means that briefing material and a covering letter should reach the Private Office by close of play on Monday, 11 June. Subject to any further guidance from the Private Office, we need the following:-
i) Background notes on:
Vietnamese refugees Illegal Immigration Reinforcement
and briefer notes on: Hong Kong/China relations
Anglo/Hong Kong trade
The Hong Kong economy
ii) A covering letter indicating what Sir M MacLehose's
objectives are likely to be during his visit to London and mentioning the fact that his term of office expires in April next year.
b) Call on the Secretary of State
Briefing will need to reach the Private Office by close of play on Tuesday, 12 June. This should cover the same subjects as the notes for the Prime Minister with the addition of New Territories Leases (not in too much detail). I assume that the briefs should be in the prescribed "essential facts" form. I doubt whether there is any need for speaking notes but please check with the Private Office.
c) Call on Mr Blaker
I suggest that we provide copies of the briefing material for the Secretary of State together with short additional notes on social development and, if MAED think it appropriate, the UK/China Air Services talks and, in particular, the Hong Kong dimension. Please check with his Private Secretary that Mr Blaker will be content with this.
2. I should like to see a first draft of the briefing for the Prime Minister by close of play today, so that I can consider it over the weekend.
