You mentioned on the telephone to Mr McLaren on 1 November that Mr Marten may be stopping off in Hong Kong (probably on 3 December) on his return from the Commonwealth Parliamentary Association meeting in New Zealand.
2. I understand that you will let us know in due course when the Minister has confirmed his plans. We shall then notify the Hong Kong Government who, I am sure, will be happy to arrange a programme to fit in with Mr Marten's wishes.

3. In the meantime, you may wish to see the enclosed "General Brief on Hong Kong" together with brief biographical notes on the Governor of Hong Kong, the Chief Secretary and the Senior Unofficial Member of the Executive Council, Sir Y K Kan. Although the "General Brief" is not a classified document, it does try to cover as frankly as possible the major topics likely to be of concern to serious visitors to Hong Kong, and I should therefore be grateful if you would regard it as for your own information.
