1. As you may know, Mr Munro spoke to the Governor on the phone this morning, and it has now been agreed that Mr Blaker should visit Hong Kong for three days from 23 September. We have been asked to provide briefs by 7 September. I should be grateful if you could consider what briefs will be needed - I suggest that we take the briefs prepared for the Secretary of State's visit as a starting point, though I would hope that Vietnamese refugees could feature rather less prominently.
