However, the unofficial arrange-

VIETNAMESE REFUGEES

5.

Much sympathy in the UK for Hong Kong's predicament and admir-

ation for the efficient way they have coped with this very difficult

problem. The Geneva conference was a qualified success but there is

more that can be done for Hong Kong. The British and Hong Kong

Governments are continuing their efforts to get other countries to

relieve the pressure on Hong Kong by taking more refugees. As regards

resettlement in Britain, we hope to take at least 1,500 of the new

quota of 10,000 by the end of the year, in addition to the 700 still

outstanding from the previous quota. The remainder will be taken as

quickly as practicable thereafter, though impossible to speculate how

soon.

REINFORCEMENT OF THE GARRISON

6.

The *reinforcements proved a valuable addition to the security

forces in combatting the flow of illegal immigrants.

(If pressed): The size of the Garrison is under constant review.

Future force levels will be related to operational needs.

CAPITAL PUNISHMENT

7. Aware that this subject arouses strong feelings in Hong Kong.

Position of British dependent overseas territories that still retain

capital punishment now under review in the light of the recent over-

whelming vote in Parliament against capital punishment.

HONG KONG'S TEXTILE EXPORTS TO THE EEC

8. The EEC's textile agreement with Hong Kong preserved Hong Kong's

position as a major supplier to the European market. Your dissatis-

faction with these arrangements has been made very clear by your
