The majority of new housing is now being built in new towns in

the New Territories. Over a period of about 10 years from the mid-

1970s, in a programme probably unprecedented in scale anywhere in

the world, it is proposed to expand the town of Tsuen Wan from

500,000 to 900,000 people and to build two complete new towns for

500,000 people each at Shatin and Tuen Mun. Similar developments
