1. The DOI have asked us to provide Mr Blaker with the attached
defensive briefing on the possible sale of shares in Cable and
Wireless, in case the subject is raised during his visit to
Hong Kong. Unlike the other subjects on which we have provided
Mr Blaker with briefs, this is one where there is a potential
conflict between UK and Hong Kong interests, and the DOI are
reluctant for us to bring the Hong Kong Government fully into
the picture about what is happening.
We are not therefore
sending a copy of this brief to the Governor (though he will be
receiving copies of all the other briefs).
