1. Please see the attached minute from Mr Broadbent: it would be an excellent idea for him to go to Hong Kong and carry on the process of mending fences. We should also now start planning for Mr Webb's proposed visit to Hong Kong. I have dis- cussed this with him, and a visit in November would suit him. It might perhaps be a good idea if he and Mr Broadbent were to have overlapping programmes: although the latter will in general need a much more specialised programme, there are certainly some things they could do together, and thus reduce Hong Kong's administrative burden. I attach a draft letter to the Governor, to which you may wish to add a paragraph about your own plans for future visits.
