5. The only outstanding problem of which we are aware is the discontent of the inspectorate over their present salary scales. A high proportion of the inspectors are expatriates recruited from Britain. Following recent rises in police pay in Britain, inspectors in the RHKPF now receive rather less than their
counter-parts here. This problem is being considered by the newly established Standing Commission on Civil Service Salaries and Conditions of Service: in the meantime there are already indications that the present pay levels are leading to increased wastage and difficulties over recruitment.
