1. I attach briefs on the following topics which we agreed you might raise with the Chief Secretary and/or Attorney-General with whom appointments have been made on 24 September:

The Royal Hong Kong Police Force

The Civil Service

The Proposed Visit to London by Hong Kong Urban Councillors Capital and Corporal Punishment

The Administration of Justice

I.have sent you separately a note about homosexuality.

2. For your call on the British Trade Commission, I also attach a brief on UK/Hong Kong trade, together with_notes on staff serving at the Trade Commission prepared by Personnel Operations Department.

3. Finally, I attach two copies of a brief on textiles and would be grateful if you would hand the top copy to Mr Blaker when you see him.

You will recall that we were warned (in Hong Kong telegram No 1285) that the Hong Kong Government wished to include "The Effects of the "Community's Textile Policy in its First Year of Application" among the items for discussion at Government house on 24 September.
