society and Hong Kong's economy. Major
constitutional changes here are not a simple
matter and may be neither advisable nor
practical under present circumstances. The
Westminister concept of democracy, which has
served Britain so well, is not capable of
translation into Hong Kong terms given the
territory's geo-political position. As regards
the Urban Council, there are already elected
members, a number of whom have been appointed
to the Legislative Council.

Mr Robert Parry, on returning here after a visit to China, said that the Chinese Government would raise no objections if the Hong Kong Government gave more teeth to the Urban Council and extended the voting franchise. What is your comment on this?

As I mentioned before, it is neither advisable
nor practical to consider any major constitutional
changes in Hong Kong under the present circumstances
The remark made by Mr Parry is largely irrelevant.
You will know that Mr Parry was on private business
in China and had no government to government
discussions with the Chinese Authorities.

The MPs have made some critical remarks about housing,
education, protection of the workers and social welfare in Hong Kong, do you think such criticisms justified or not?
A. There are,

no doubt, deficiencies in Hong Kong
as there are in many other places of the world.
