VISITS TO HONG KONG BY MEMBERS OF HKGD
1.
Apart from myself no member of this department has visited Hong Kong during the past 18 months. The most obvious candidate for a visit is Mr Webb, who joined HKGD in July from Research Department. He is on loan for 2 years and would, I am sure, benefit greatly from a visit to Hong Kong at this early stage of his posting.

I have obtained the necessary authority from PSD (Mr Hunter's minute of 2 October) and attach a draft telegram which I should like to send to the Governor.
2. I am conscious that the time proposed for the visit falls within the period between my departure from HKGD and Mr Clift's arrival. Mr Quantrill is, however, confident that he will be able to manage.
