Please enquire whether Mr Blaker's Private Office have a copy and, if not, whether they would like one. Please also arrange for the relevant sections to be copied to other interested departments, in particular SEAD and SPD.

The transcript gives useful guidance on Mr Blaker's attitudes towards certain Hong Kong issues, eg taxation policy.
