MR BLAKER'S VISIT TO HONG KONG :

TEXTILES

You will by now have received a copy of Colin Munro's record of Mr Blaker's meeting with you and your senior officials on 24 September at Government House. This was clearly a very useful session in which you managed to cover a lot of ground in a remarkably short time.

One thing in the record rather puzzles us: at the end of paragraph 4, in the section on textiles, you are credited with having said that the FCO had informed you "that the UK did not intend to reimpose in 1979 the restrictions imposed by the EEC in 1977". Colin Munro was working from Shelley Lan's notes at this point, and has been unable to provide any further elucidation of what is clearly a rather garbled record of what you said.

As you know, the EEC/Hong Kong bilateral agreement reached at the end of 1977 runs for 5 years, and the question of "reimposing" anything in 1979 does not arise.
