SECRETARY OF STATE'S VISIT TO HONG KONG AND CHINA: BRIEFING

1.

Lists of briefs for the Secretary of State's Asian tour have now been approved by the Private Office (Mr Wall's minute of 16 March below). I attach the Hong Kong list (which I have very slightly revised to bring the format into line with the others). I should be grateful if these could reach me in draft, cleared as necessary with other departments not later than Friday, 30. March. The briefs must be with the Private Office by Friday, 6 April. The intervening time will be needed for me to go through the briefs and clear them as necessary with Under-Secretaries and for them to be typed in final form.

2. I should be grateful if you and Mr Williamson would discuss the contents of individual briefs with me after clearing your minds and before drafting. We should aim at drafts which are crisp, concise and, above all, clear.

3. We will also need to provide a Hong Kong brief for the Secretary of State's visit to China and to contribute to other briefs, particularly on the Air Services Agreement and the Maritime Agreement.
