Paragraph 6(a) should now read as follows:-

"(a) Mr Maynard said that only a very small number of cypher officers were working in the FCO Signal Office during the present industrial action. Consequently, only very urgent outward telegrams are able to be processed, and these could be subject to delay in despatch. This would cause a great problem during the visit if Dr Owen remains in charge of the Office as COD could not guarantee to keep telegrams flowing to him (assuming the industrial action has not been settled by the time of the visit). In the meantime, if an originator has an urgent (eg IMMEDIATE DESKBY OR FLASH) telegram for despatch, we suggest a telephone call to COD Telegram Examiners (233 4633) or the Head of Shift (233 5836) to ask if the telegram can be accepted for transmission."
