I attach a list of the issues on which briefing will be required for this visit, and should be grateful if departments could let me have drafts by midday, Thursday 29 March, as indicated (with the first named department coordinating contributions to the brief as necessary). Mr Willson has kindly agreed to coordinate the Africa brief.
2. The drafts should be short, consisting of a line to take and background note, and tailored, please, for use with the Chinese. In some cases a background note may not be required, But I should be grateful for a full background note on Disarmament and Nuclear Issues, for the use of officials attending the talks; this could be separate from the brief prepared for the Secretary of State, if the Secretary of State himself will not require such extensive briefing.
