1. I understand that the Secretary of State will now be going after Tokyo to Hong Kong, Kuala Lumpur, Delhi and Baghdad on his way back to Britain, spending approximately 24 hours in each place.
2. I doubt if it is necessary for the Secretary of State to be accompanied by a bevy of specialist officials but he might find it useful for the visits to Hong Kong, Kuala Lumpur and Delhi if I were to be in attendance as I am responsible for relations with Asia and the Pacific. I do not think it is necessary for me to go to Tokyo; as Japanese officials will be very tied up I doubt if I could do anything useful. If therefore the Secretary of State agrees that it would be useful for me to be present for his visits to Hong Kong, Kuala Lumpur and Delhi, I would propose to meet him in Hong Kong.
