has suggested that an announcement might most appropriately
be made in his speech at the opening of the new Session of
the Legislative Council on 10 October. To achieve that
timetable an approach to the Chinese will be necessary by mid-
July. This would then allow two months in which they could
lodge an objection if they so wish before the deadline of
mid-September when a submission would need to be made to
Ministers if an Order-in-Council is to be available before
10 October. A draft speaking note to be used in this
approach is attached as Annex B.
9. The Secretary of State will be asked whether he is
prepared to approve action along the lines of the above
paragraphs.
