Vice
1. Premier Hua Guofeng to visit 30 October-3 November.
Premier Geng Biao (privately) and alternate Politburo member
Zhao Ziyang, Governor of Sichuan visited in June. Yang Yong,
deputy Chief of General Staff, to visit in early July. Duke
of Kent (first Royal Visitor) in China with Energy Exhibition
in June.
2. 1978 UK exports to China were £91 million and imports
£110 million. Economic Cooperation Agreement signed in March
1979 provided for bilateral trade worth £7,000 million in
period up to 1985. ECGD to support credit facilities up to
$5 billion in line with OECD consensus. Hope to conclude
Air Services Agreement shortly. Scientific and Technological
Cooperation Agreement signed in November 1978.
Hong Kong
3. 70,000 Legal immigrants from China entered Hong Kong in
1978; over 36,000 came in first 5 months of 1979. Over
30,000 illegal immigrants believed to have arrived in 1978,
and probably twice that number directly in 1979. Recent
indication that number of both are coming down.
Governor's
visit to China in March/April was a unique and successful
occasion.
