1. Mr Murray's decision to take no further action on the Submission below leaves two loose ends to be tied up:
(a)
(b)
we should decide whether the Governor's despatch of 11 April should be printed;
the despatch should in any case be acknowledged.
2. I suggest that, in view of the sensitivity of the leases question, the despatch should not be given any further distribution than it has already had (see the distribution list at the end of the Submission). This being so, printing as a Diplomatic Report would not be appropriate. I have discussed with Miss Blayney (the Head of Library and Records) whether, in view of the historical importance of the despatch, it should nonetheless be printed in the Departmental Series. She has confirmed that it should (so that it can be included in the bound volumes of Diplomatic Service print). I suggest therefore that the despatch should be printed in the Departmental Series with no further distribution; and that you should acknowledge it on the lines of the attached draft.
