1.
We sent out draft answer to Mr Hal Miller's PQ to Hong Kong by telno 312. The Governor has now replied.
2. In his reply the Governor has asked - paragraph 2 - to see what we propose to say in reply to possible questions about official representation and the long-term future.
3. I recommend that we should send the attached telegram in reply. In drafting this I have drawn on Hong Kong telegrams Nos 444 and 445.
