Since early 1978, the main thrust of KMT propaganda has been against the Chinese communist "united front" appeal to overseas Chinese and in June 1978, the long-serving Secretary General of the KMT Branch in Hong Kong, Chu Chap-hei, was promoted to Deputy Chairman of the Overseas Chinese Affairs Commission in Taiwan His replacement, Chan Chi-fai, has since attempted to tighten KMT control over pro-IMT organisations in Hong Kong, in particular youth organisations.

A small demonstration by KMT supporters outside the US Consulate-General on 20 December, after the announcement of the resumption of Sino-United States diplomatic relations, resulted in a minor incident and the arrest of 47 persons, who were subsequently tried and placed on bonds to keep the peace for one year.

About 150 KMT supporters were among the 680 overseas Chinese who attented a convention in Taiwan from 26 to 28 February to rally opposition to the Chinese communists. The convention was addressed by several leading Taiwan personalities, including President Chiang Ching-kuo, and those attending were exhorted to strengthen economic and technical co-operation with Taiwan, to urge Chinese communists abroad to defect and to oppose the communist united front.

In 1975 and 1976 action was taken against six units of the KMT Intelligence Service resulting in the seizure of large quantities of arms, explosives, intelligence documents and intelligence equipment, and the deportation of a total of 28 persons. These units had been engaged in the collection of intelligence on China and sabotage and subversion against China. One arms store raided produced the largest seizure of weapons and
explosives since 1966.
