In March 1978 a traveller reported that a four lane highway was to be constructed from Shenzhen to Guangzhou. Some reports have said this road would follow the alignment of the existing railway from Shenzhen to Guangzhou. However, the authorities in Canton have been discussing with Hong Kong construction firms a different alignment following the coast. traveller in April 1978 reported that the existing railway line was to be double-tracked.

in January 1979 said that a railway would be built from Shekou to Guangzhou following the Pearl River coastline. Interestingly, a traveller reported in February 1979 that a railway line was to be laid from Sunkang in Shenzhen to Shekou; this could provide an alternative
rail route to the existing KCR route from Shenzhen to Canton via Zhangmatou. As part of the railway development, it was reported in September 1978 that it was planned to build a new goods station at Sunkang,
