The split (on 27/2) of the Ministry of Water Conservancy and Electricity into 2 Ministries and therefore a slow-down in experts being available to Kwangtung until organisational matters sorted out.
A suggestion by Kwangtung to provide Hong Kong with electricity. Proposal very much long term consideration.
Other countries interested in Nuclear Power Generation.
