March 1979. MAGNOX technical documents de- livered to Kwangtung Authorities (Kwangchow) and Peking (Ministry of Electricity (Power?)).

Proposed 3rd visit to China in mid-March from Britain delayed at Kwangtung's request. Stated

reasons

* 1.

* 2.

* 3.

The split (on 27/2) of the Ministry of Water Conservancy and Electricity into 2 Ministries and therefore a slow-down in experts being available to Kwangtung until organisational matters sorted out.

A suggestion by Kwangtung to provide Hong Kong with electricity. Proposal very much long term consideration.

Other countries interested in Nuclear Power Generation.

Seems purely administrative. Not neces- sarily important, but it probably gives time for the different opinions on different reactors (e.g. P.W.R/Magnox/ H.W.R/CANDU) to polarise.

To generate long term foreign exchange?

Important problem if the P.W.R. lobby

(French, U.S. etc.) remains strong in China.

Peking fully involved in/informed on all dis- cussions.

Gas Turbines (driving electrical generators)
