Memorandum was an "enabling" document intended to allow both sides to proceed further.

January 1979. 2nd meeting in Kwangchow resulting in further Memorandum of Understanding (20.1.79) signed between same parties. However, British team expanded to include nuclear experts from UKAEA; British Nuclear Fuels; N.P.C. (see attachment I).

More positive Memorandum. Again an "enabling" document.
