Mr Zeng started by giving an introduction to the general characteristics of Cuangdong. He then outlined future nlang. In Guangdong they intended to concentrate on agriculture and to build up existing industry with particular emphasis on speeding up construction of light industry. Hong Kong was very advanced in both light industry and the processing industries; there was there- fore great opportunities for cooperation. Mr Zeng went on to say that they intended to develop electricity, transport and the construction industry. Electricity was particularly short at present. They were developing the electric power station at Whampoa. Two sets of generators had already been installed; two more were being planned. They were also going to develop a power station at Shekou (near Shenzhen) and also one at Maoming in the west of the
province.

On communications, having given details of railway development (the line south of Hengyang to Canton to be double tracked and a line to be developed between Canton and Maoming), Mr Zeng said that they intended to develop the two ports at Whampoa; they were also considering developing a deep water harbour near Nantou (Namtau). The latter was at present a very preliminary plan. It would require much investment and development would inevitably be slow.

Mr Zeng then spoke about development at Shenzhen. The area was closely connected with Hong Kong. Opportunities for cooperation were good. It was "helpful, necessary and according to the wishes of the people on both sides" to strengthen cooperation between Guangdong and Hong Kong.

Following this general introduction Mr Zeng talked in more detail about different areas where cooperation would be possible.

Water and electricity. Hong Kong had said that they would require more water after 1982. Preliminary plans were already being laid to ensure this.. There would be further discussion
