The programme for Hua's visit will include two sessions of alks with the Prime Minister and an exchange of dinners; lunch t Buckingham Palace; entertainment by the Duke of Kent (as ice Chairman of the BOTB), the Lord Mayor of London, the overnor of the Bank of England, and the Speaker; and industrial nd commercial visits inside and outside London. It also ncludes provision for the signature (by Chinese Foreign inister Huang Hua and Lord Carrington) of either an Air ervices Agreement or a Cultural Agreement, but it is not yet
lear whether either will be ready in time.
Our principal objectives for the visit will be to impress ua with Britain as a stable and prosperous society, and as a ource of top-level industrial, agricultural and defence sales echnology; to establish at the highest level, for the first ime, a productive and understanding relationship between hina and Britain; and to encourage the Chinese Government in eneral to play a more active role in international affairs, nd to influence Hua's thinking, particularly on issues of
pecial concern, to us eg Southern Africa.

The Prime Minister should also be advised to discuss East- est relations; Asia, particularly Indochina, and China's role n the area; trade and defence sales; nuclear non-proliferation; nternational economic issues; and Hong Kong. A number of
ilateral issues could also usefully be raised briefly./17. ould not expect the Chinese to want a detailed formal agenda ut would need to agree with them on the main topics to be iscussed, with the bilateral issues to be covered at the econd session. We would anticipate that (in addition to the oreign and Commonwealth Secretary), the Secretaries of State or Trade, Industry and Defence may wish to be present for the .econd session. There are also likely to be parallel talks
ith Foreign Minister Huang Hua, and also possibly on economic ubjects) with Vice Premier Yu Qujli.
