As requested by Mr Walden, I attach a draft reply
to Mr Cradock's Despatch of 18 December.
Mr Walden
told me Friday that he would like it cleared with Sir R Hibbert (as well as the Under Secretaries on my
side); as a first step, perhaps you and I might discuss
the draft though I should be grateful for any interim
comments Mr Braithwaite and Mr MacLaren might like to
make on it.
