(Exclusive report from Guanghou)

Security Bureau on the issue of "Home-visit Permits" for Hong Kong and Macau

compatriots. The questions and answers are listed below:

Why are "Home-visit Permits" introduced?

With the development of our nation's modemisation plans, more and more

compatriots from Hong Kong and Macau retum to visit their relatives or

tour the country. The existing "Home-visit Recommendation letter" is not able

to cope with the new situation. To make things more convenient for visiting

Hong Kong and Macau compatriots, such as shortening the waiting time at entry ports and simplifying the entry procedures, we have decided to change the "Home-visit Recommendation letter" for single journeys to a new multiple journey "Home-visit Permit" valid for three years.

When will applications for "Home-visit Permits" by Hong Kong and Macau compatriots commence and when will such permits come into use?

Compatriots of Hong Kong and Macau may start applying for "Home-visit Permits"

on July 20, 1979. As soon as they have obtained the permits, they can use

them.

Applications for "Hone-visit Recommendation letter" will

continue to be issued until November 30, 1979 so as to avoid causing inconvenience to Hong Kong and Macau compatriots visiting China. From December 1, 1979 onwards, the "Home-visit Recommendation letter" will cease

to be issued and all visitors from Hong Kong and Macau must hold "Home-visit

Permits". However, Hong Kong and Macau compatriots who enter China before

December 1 with "Home-visit Recommendation letters" may leave the country

with the same documents.

How does one apply for "Home-visit Permit"?

The Guardong Public Security Bureau authorises China Travels in Hong Kong

and Macau to handle applications for "Home-visit Permits" by compatriots of the two places. The check-points at the border and the security

establishments in the mainland do not accept such applications.

An applicant can obtain a "Authorisation letter for the application of home-

visit permits by compatriots in Hong Kong and Macau" from China Travels in

Hong Kong and Macau. The form should be completed in duplicates, and one should write with either the Chinese brush, pen or ball-pon. Completed

forms should be retumed to China Travels together with three recent 2-inch

photographs of the applicant. In addition, the applicant should produce valid

documents such as the Hong Kong Identity Card, líacau Identity Card or other

valid documents to prove he is a compatriot living in Hong Kong or Macau.
