The circular reads as follows:

With the development of our nation's modernisation plans, more and more compatriots from Hong Kong and Macau return to visit their relatives or tour the country. The existing "one-visit Recommendation letter" is not able to cope with the new situation. To make things more convenient for visiting Hong Kong and liacau compatriots, we have decided to replace the Home-visit Recommendation letters for single joumeys with new multiple journey Home-

visit Permits valid for three years.

(Editor's note: According to sources, applications will be accepted as from July 20, and the first batch of permits will be issued in about ten days.)

The permits will be issued by the Public Security Bureau of the Guaniong Province and applications will be handled by China Travels in Hong Kong and Macau. Compatricts of these two places who wish to visit China should apply through China Travels. The border check-points or the mainland public security establishments does not accept direct applications. The existing home-visit letters of recommendation will continue to be issued and used until November 30, 1979 so that compatriots in Hong Kong and Macau who are not able to obtain new permits

for the time being will not be inconvenienced. However, starting December 1, Shenzhen and the northern border check-point will cease to issue home-visit letters of recommendation. From that day on, the home-visit permit will be the legal document for Hong Kong and Macau compatriots in visiting China and declaring households.
