1. I attach the Hong Kong Annual Review for 1978.

2. The Review contains no real surprises. The Governor identifies the two major problems now facing Hong Kong as the over-heating of the economy and the continuing influx of immigrants from China and refugees from Vietnam. On the positive side, the Review stresses the excellent state of relations with China, and records a year of steady achievement in the social sphere, and in the fight against crime and corruption.

Knowledge about Hong Kong in Whitehall, and in our posts

I therefore recommend that abroad, is patchy to say the least.
