Dear Sick,
Thank you for your letter of 20 March enclosing the draft paper on Capital Punishment.
2.
I confirm that the paper reflects my views. I do not wish to propose any amendments.
3. While I agree that we should not ask for any particular action or decision at this stage, I nevertheless hope that those looking after our interests in London will be on the alert for a suitable occasion for seeking a formal ministerial response to the paper.
4. In view of the unmistakable message behind the briefing
was given before taking up my present post and the preferring last month of a charge of murder against a young Islander for a brutal attack on his wife, I find it particularly reassuring that the observations in paragraphs 3 and 7 of the paper should have been made by us all jointly.
