CAPITAL PUNISHMENT

I am drafting this literally on the eve of my departure for London and I merely hasten to endorse the paper enclosed with your letter of 20 March.

The only gloss to be added as far as I am concerned is that, if the decision is perforce made one for the Governor in his personal discretion and judgement, then I for one would be unable to exclude my personal views on capital punishment. My own conscience could not be ignored. In the recent case where I reprieved a murderer, Iwas able to do so on objective, almost judicial grounds and, on FCO advice, did not in my statement mention my own aversion to capital punish- ment. If the issue were in the balance I have no doubt that I would permit my subjective judgement to prevail.
