CAPITAL PUNISHMENT IN DEPENDENT TERRITORIES
1. Following the recent House of Commons debate, we are having yet another look at our policy in the DTs and the Creech-Jones doctrine.

Before putting any formal recommendation to Ministers, we would like to take into account Governors' views, and I am writing to enquire about the fate of the paper you drafted. I understand Governors have reacted, and wonder if you have taken their replies to work on in the cool light of Kampala. If so, and the final paper is nearing completion, we will curb our impatience a little longer. But if your current preoccupations leave you no time for such matters, perhaps I should take on the exercise where you have left it and attempt to incorporate Governors' observations in your draft- always understanding of course that the paper reflects the views of Governors and not necessarily the FCO.
