Even if the committee recommend against commutation, the Governor is not bound to accept their advice: he must take his own decision in the light of all the circumstances as he
sees them. He has reported that, because the two people
concerned were foreigners and the murder took place in an isolated area, the attitude of the public towards the case is
apathetic. He does not therefore expect there to be a strong
local reaction to his eventual decision.
4. In view of Tejada's nationality, we have informed HM Consul, Guatemala City. about the circumstances of the case,
lest there should be any reaction in Guatemala.
