Since July 1977, we have been negotiating with the Russians and Americans for a multilateral CTBT that will ban all nuclear tests, initially for 3 years The tripartite negotiations may be completed in mid-1979. The treaty may enter into force in 1980. It will apply to the UK and dependent territories.

As well as the main treaty, there will be an important "Separate Verification Agreement" between the UK, the US and Soviet Union to verify their compliance with the treaty. Under this, the US and UK require the establishment of a network of 10 National Seismic Stations

(NSS) on Soviet territory. In return the Russians want 10 NSS in the US (acceptable to the Americans) and 10 in the UK, of which 9 would be in the dependent territories. We envisage that all NSS would be installed within 2 years of the treaty's entry into force. We see no convincing verification case for 10 NSS in UK dependent territories.
